In response to the federal government’s commitment and the call from DisCos to bridge the metering gap in the Nigerian power sector, the Port Harcourt Electricity Distribution (PHED) Plc has commenced the National Mass Metering Programme (NMMP) in its franchise area.
The NMMP ensures that customers are billed appropriately for the electricity they consume by installing meters free of charge in residential and commercial premises that are not currently metered.
The NMMP is divided into two phases, and the Federal Government launched the first phase (Phase Zero) of the NMMP in December 2020, much later than expected due to the Covid-19 Pandemic, and it has recorded the desired success of its objective of installing about one million meters for customers across the country.
The Second Phase which is Phase 1 of the NMMP has begun, and it is ongoing across the country. Meanwhile, the Federal Government had earlier announced that they will be providing up to four million meters to Nigerians in this second phase of the NMMP which will be funded through loans from the Central Bank of Nigeria (CBN) to the DisCos.
Meters are provided to customers free of charge, hence, easing the burden of meter acquisition.
This initiative which has evidently helped to increase financial flows to achieve close to, if not, about 100% market collection efficiency of the DISCOs.
Part of the aims of this initiative is to eliminate arbitrary estimated billing, reduce collection losses and ultimately increase Nigeria’s metering rate.
